b. Authorization for Transit Management System Service Agreement

Kingman Area Regional Transit (KART) is seeking the City Council's approval to enter into a twenty-four-month service agreement with Zonar Systems for continued monthly servicing of the existing onboard transit management system, which includes digital video recording (DVR) surveillance, automated vehicle locators (GPS/AVL), automated passenger counters (APC), and a mobile app for a total amount of $53,268.48, plus tax.  Federal grant funds will cover 58% of the cost, and the Transit Fund will cover the difference.  Staff recommends approval.

c. Approval of Change Order and Reallocation of Funds for Kingman Police Department Projects

During demolition of the Kingman Police Department's (KPD) restrooms, KPD identified some design adjustments to improve functionality and space utilization within the existing footprint. These modifications will enhance efficiency, accessibility, and overall usability of the facility. The proposed design changes require a reallocation of $76,029 Capital Project funds from the KPD Awning Project to the KPD Restroom Project to fund the change order. Staff recommends approval.

d. Approval of Change Order to Purchase a Simpson Norton Toro Green Master Triflex 3400 Hydraulic Diesel

At their August 20, 2024 meeting, the City Council approved the purchase of a Simpson Norton Toro Green Master Triflex 3400 Hydraulic Diesel. The lead time for the purchase was over 12 months and due to uncertainty of tariffs at the time, the price was subject to change. The equipment is nearing completion and has incurred a tariff surcharge of $2,777.79. Staff is requesting Council's approval of the change order which increases the Triflex's cost to $63,058.53, plus any additional taxes.  The funding for this purchase was carried over in the Capital Projects Fund in the FY2025-26 Adopted Budget at a budgeted amount of $65,000. Staff recommends approval.

e. Approval of Resolution No. 5578- Memorandum of Understanding (MOU) between the Kingman Police Department (in partnership with the Mohave Area General Narcotics Enforcement Team- MAGNET) and the Department of Homeland Security Investigations (HSI)

The Kingman Police Department, acting as a member of the Mohave Area General Narcotics Enforcement Team (MAGNET), seeks approval of Resolution No. 5578. The MAGNET Executive Board has approved this MOU, which establishes an investigative partnership between MAGNET and Homeland Security Investigations (HSI) to address the increasing complexities of disrupting Drug Trafficking Organizations (DTOs) operating within the task force’s area of responsibility. This partnership will strengthen the collaborative capabilities of MAGNET and its member agencies, enhance intelligence sharing and investigative resources, and improve the region’s overall capacity to identify, investigate, and dismantle transnational criminal organizations—ultimately making our communities safer. Staff recommends approval.

6.

ACTION ITEMS

a. Approval of Ordinance No. 1984- Modifying City Public Nuisance Code 7-184

The Kingman Municipal Court, Development Services and the City Attorney's Office are working in conjunction to address public nuisance issues. This modification of the City Code is a part of moving that program forward. Ordinance 1984 modifies the City Code requiring a court appearance within thirty days of the issuance of a public nuisance citation rather than the current ten days. This will bring the City Code into alignment with the Rules of Criminal Procedure. Staff recommends approval.

b. Approval of Ordinance No. 1988- Fowl and Other Animals City Code Update

Per council direction and state statute change, the City Attorney's office has revised Chapter 3: Animals, Articles I and III. Major updates include: Allowing female chickens, ducks and geese of either gender inside the city limits; Defining "other fowl" allowed within the city- these include pheasants, turkeys, peacocks and quail; Adding tables establishing the number of animals permitted by lot size; "Other fowl" require bigger lot sizes; Defining both large and small livestock- the number permitted varies by lot size; Adding the penalty for allowing any of these animals to run at large is a class 3 misdemeanor; Places responsibilities on animal owners- shelters must be clean, water and food sources must not attract insects; and Adding additional tables that place limits on shelter sizes and establish minimum distances from neighboring properties. Staff recommends approval.
